Hi Sam
Disambiguation is quite tricky as the natural language processor does not really understand the meaning of the phrase. In order to disambiguate a place name it looks at other place names in the same phrase and finds places that are near other places (countryname, provinces, or other toponyms) referred to in the same phrase.
The service does only return the place it considers most important. It would be possible to return a list of places if several places are listed in the phrase. It is not planned to return potential alternative places.

The admin division assignment needs a valid admin code in our database so it will only work for admin divisions with a code that is neither 'null' nor '00'.

We don't have a separate file with geonameid and postal codes. For some countries like France the postal codes are available as alternate names.

You could look at the modification date field and filter the records that have been updated since your last synchronization. This would be considerably faster but not as thorough as reloading the entire database from scratch

Two changes have been made in the dutch amd2 divisions at 2009-1-1.
These two municipalities were merged:
NL.11.0483 Gemeente Alkemade Alkemade 2759901
NL.11.0645 Gemeente Jacobswoude Gemeente Jacobswoude 6544223
into the newly formed municipality:
"Gemeente Kaag en Braassem"
The municipality:
NL.07.0372 Gemeente Bennebroek Gemeente Bennebroek 2759198
was added to:
NL.07.0377 Gemeente Bloemendaal Gemeente Bloemendaal 2758802
This gives a total number of 441 municipalities in 2009.

Your assumption that place names have to be unique is wrong. As for "Agua Caliente", you have just proven yourself that a place like this exists in the area of Tijuana.

I fear it would make live more complicated for us to upload the dump daily. It would also increase our bills as we do not use all bandwith included in our hosting plans but would have to pay for github instead.

If someone wants to update to the newest data once per year only then it is better to use the full dump instead of the incremental dump. Some occasional updates are done directly on the database and don't make it into the modification files.
