this problem is not only for Leuven.
As Marc has explained in another thread, in border regions the reverse geocoding is not perfect and may locate a place in a neighbouring area :

At the moment, we have no way to fix it automatically.
To help fixing wrong places, you may prepare a mass-update :
1/ download BE country daily dump :
http://download.geonames.org/export/dump/BE.zip
from this page :
http://download.geonames.org/export/dump/
2/ edit BE.txt in Excel to fix wrong data
3/ save the file as BE.csv and send it to Marc to update the database.

Main names come from "Journal Officiel" :

Fixed. A link between Leuven and the province was missing.
There is still a lot of work to do for Belgium :
- link "sections of commune" (PPLX) to "communes" (PPL)
- translate place names in other languages

Now you can display weather (at least local temperature) for ADM1 and ADM2 places.
Just add weather parameter to geotree URL :
&weather=C to display temperature in Celsius
&weather=F for Fahrenheit

Postal codes for Belgium are more or less outdated.
We are on the way to move them as alternate names with pseudo langcode 'post' as already done for France.

you are right : administratives divisions for Belgium have to be fixed in GeoNames.
There should be 3 ADM1 :
BRU Brussels Capital Region
VLG Flemish Region
WAL Wallonia
Then 10 ADM2 (provinces),
43 ADM3 (districts)
and ADM4 (municipalities).
This will be done before end of june.

Marc : most of the postcodes in your list are "special" ones (for the army or banks). Not sure it is important to store them in GeoNames.
1. I will have a look to the missing ones like 69003
2. You are right : a PPLA4 flag would be useful.

Did you see any error on GeoTree flags ?
All the images are freely reusable, under a special FOTW license which forbids commercial usage.
FOTW license is not clear enough : there are many pictures coming from other websites like :

there is a risk of copyright violation here.
