Are you sure you try to parse a XML file coming from GeoNames ?
Please give the exact link so that we can investigate.

...

To store postcode in GeoNames we just remove the city name :
75359 SP 07
78066 CEDEX
...

Some are erroneous records. To be fixed.

I confirm that :

placename_startsWith=Genèv returns Genève
placename_startsWith=Genev returns nothing

Those islands are not toplevel countries but children of GB.
