Where did you find entries with language code 'zho' ? I cannot find a single one. Are you using a rather old dump?

I agree it is not very nice to have places in the far east of Russia assigned to Europe and it would be nice to have a service that determines the continent even for transcontinental countries. I was trying to find a dataset with the continent boundaries as polygons but could not find anything. All the polygons I have found are not supporting transcontinental countries (except for Russia). After all it seems not a trivial task to properly define the boundaries for all countries in question and I have a feeling that this is a question that gets more difficult to more you look into the details:

the user interface does not yet support to manually add relationship between cities (ppl) and neighourboods (pplx) or even ppll. We periodically run a reverse geocode process to allocate the pplx to the closest and most relevant ppl, this works well for most situations.

You can add ADM1s, only the adm1 code cannot be entered with the user interface and needs to be added directly on the database. We are normally using the FIPS code for the admin divisions. For countries or admin divisions where the corresponding fips code does not exist we use either an other code (iso), for lower level admin divisions a local code or the geonameid as code.

If you add missing admin divisions please tell me, so that I can add the code. If you know the fips code, even better.

The findNearbyPlaceName service does not support a filter by population, you would have to filter it yourself.
The cities service returns the cities filtered by relevancy:

1) and 2) seem to be correct, both cities are located in 'Rostov'. The short name of "Rostovskaya Oblast'" is Rostov: http://www.geonames.org/501165/rostovskaya-oblast.html
I don't speak Russian and I don't know whether it is a valid short form. If it is not please feel free to correct. In this case I assume that all admin divisions for Russia would have to be revised.

Below the city level "PPL" there are the neighborhoods with the feature code "PPLX", and below we use PPLL if required:

administrative divisions: ADM1>ADM2>ADM3>ADM4
populated places: PPL (or PPLA for province capitals) > PPLX > PPLL

"Canarias Sea" is the sea off the Canary Islands.

You are right Den Haag is more than just a plain PPL. As it is also the seat of the Dutch government I have changed the feature code to PPLG.

At the time you were writing this the free server was overloaded with too many requests and had problems serving all requests. I don' have another explanation.
