The '00' stands for 'not applicable' where it does not make sense to speak of a admin1 code and 'null' for 'the code is missing or not known'.
However, it is not consequently implemented. Another problem is that some databases (like oracle) don't allow nullable fields in key columns and they need a not-null value to be used with the meaning of 'null'.

I certainly don't need any list as I can do a query on the database myself. If this poses a problem for you then I suggest you convert everything to the value you prefer ('00' or 'null).

I will put a consistency check on the todo list, but it does not have high priority right now.

I can not see an error with Affoux. It has the postal code 69170 and the insee code 69001. These are two different codes, when searching for the number '69001' you don't say that you mean postalcode and not insee code.
If you only want to see postal code then you have to use the corresponding search (the postal codes search or the general search with name_equals).

It seems that a new level has been added on top of the provinces. We could change the adm hierarchy completely and move the adm1 down to adm2.

Just because to places have the same name does not mean they are duplicates and if we know of any duplicates then we delete them.
As for the adm2 someone needs to find the info and it to the database. Do you want to help find and integrate it?

The main entry is usually in English, for the local names the alternatenames table can be used.

the main source is the nga database from the us government. population is from the Australian Bureau of Statistics.

There is a field in the database to add additional countrycodes as comma separated list of iso two char country codes.
Today I made the field editable with the user interface.

at the moment there are no such plans as hardly anybody is asking for this feature.

This is correct. The main name should be internationally recognizable, this is some English or romanized variant.

The search service has two parameter for paging:
http://www.geonames.org/export/geonames-search.html

startRow and maxRows.

The maxRows is limited as it makes no sense to download the entire database via the webservice. The limit is higher for commercial accounts.

The best would be to have polygon information for the admin division boundaries. This would make it easy to update all child records. Some countries provide this data, but it is not always easy to find it and others (nearly all Europen countries) do not provide it or sell it commercially.


Without official border polygons it is still sometimes possible to define some rules to at least connect part of the children (like everything south of the xy line that was previously the new obsolete region a)

The main name of a place should be an international name (if one is available). The localized names are in the alternatename table with the corresponding language code.
