We are using java and the latest timezones are not yet supported by java:
http://java.sun.com/javase/timezones/tzdata_versions.html
this is not really a problem because on our side we are also not yet supporting the new timezones.
I would prefer not to change the file as it would break the geonames users import scripts. Most programming environments natively support the olson timezone, we don't have to reproduce it in our files.

Sometime ago we have changed the feature code for the 'country' from ADM1 (belongs to France) to PCLD. It would have been consequent to also change the capital from ppla to pplc. I have changed it now.

It is true that AX has a code, the code is included in the country info file http://download.geonames.org/export/dump/countryInfo.txt
I don't really want to change the country code of the toponyms, because it is part of Finland and I don't understand why it has it's own code.
For Guernsey and others we have assigned both codes, we could also do this for Åland.
I would prefer to make a consistent list of all dependent entities before changing anything. Otherwise it will not be consistent over all countries.

If you are not close enough then it may seem that points disappear. Only 50 points are displayed and if your point is not among the randomly selected points then you don't see it. You just have to zoom in more then you will see it again.

The hasc codes are only used on the statoids website and are not an official and commonly used coding system like fips or iso. In situations where do not have a code at all we use the geonameId.

It is not a general rule. It just means that one of the two is wrong, but it is not clear which one. It usually happens from using polygon information in border regions and it is not clear which level of polgyon is more detailed and therefore correct.

The problem here is that Ceuta does not have a first division code, so we can put the adm2 code into the adm1 column. When we change the first code from the fips codes to the iso codes we could use the iso code for Ceuta, but I don't want to change just one country, we should coordinate it and move as many countries as possible. It would solve the adm1 issue in this case, but there will be other situations where iso does not have assigned a code.

The adm2 info was missing from the json response. It is now available, together with adm3.

These are valid timezones and I don't see why they should be removed.

Adding a PPLC entry would mean there is a city when there is none. I think for these special cases it is easier to handle them separately as you already did. It would be too confusing to use the 'normal' way of dealing with them.

No, this thread speaks about places that have 'NO population data' in the geonames database. If the population information is missing then it does not necessarily mean that the population is lower than 1000.

As it is a disputed area I don't think we can call it a capital.

Saipan seems to be name of the Island or admin division: http://en.wikipedia.org/wiki/Saipan
So we cannot change it to 'city', what actually is the meaning of PPLC.
If you care about the information that sometimes it is referred to as capital we would need another way of modeling this.

I fear this is a politically open issue we cannot resolve and we should leave it as PPL.
If we change it to PPLC for which country should this be? Palestine or Israel? Both parties consider it to be their capital.

According to wikipedia, Nauru does not have a capital: "Yaren (and sometimes Aiwo) is usually listed as the capital of Nauru though this is incorrect; the republic does not have cities or an official capital."
