The adminCode files are generated from the main database and contain the information from the toponym with the respective feature code (ADM1, ADM2,etc) you can easily create the information yourself for ADM3 and ADM4.
The admin1Codes has some more rows, these are obsolete administrative divisions that no longer exist but some users may want to know what the code stands for. There are also wrong codes for some records. This thread is discussing orphan admin codes :

There is no web service for feature code statistics. Do you think this could be useful and would you like to use it?

It think it is not a problem for most users and splitting it would make the dumps directory look more complicated. We already have a lot of users who don't understand that the allCountries file is the same thing as the individual country files. Adding two hundred more files would make it even more difficult to understand for many users.

You can download the main GeoNames dump and group the data by the timezone field to get countries and cities. The postal code dump does not yet contain timezone information.

Yes, nearly all information is in the dump files, with the exception of the neighbours for administrative divisions. The PPLX children of the PPL are also not yet in the dump directory. Those have been reversed geocoded and the information so far is in the dump, but reverse geocoding is not perfect and we will have to find a way to make it editable which PPL a PPLX belongs to.

Yes, GeoNames places names are available in a huge number of languages. You find the translations in the file alternatename.zip.

If it is only for a postal code drop down list then I would implement a simple postal code suggest or auto complete with the posibility for the user to overwrite it in case the postal code does not exist in the database.

you can sort the results by population and feature code and return the most relevant toponym. Though this does not mean that you are always returning the place your user was looking for. I guess it would be better to think about how to interact with your user.

I have not yet heard of any ISO country code assigned to Kosovo. We could use a 'user defined' code like 'XK' as a temporary solution and change to the correct code later.
