The country 'Serbia and Montenegro' no longer exists and has been removed from the db. It is still in the country info file for backwards reference.
There is no neighbours field for Aland Islands.

Many admin divisions are most likely already there:

They are just missing the correct feature code. Someone will have to go through them and decide what they are, add the missing ones and delete the ones that are wrong. The number is not so high, I am not sure whether a batch update would not make more work.

No, countries and admin divisions usually have higher relevance than cities. In any case there is no direct ordering by featureclass. It is just one of many factors to determine the returned search result position.

It has not yet been done as far as I know. With polygon information for islands it would be rather easy to achieve, but without this it is a lot of work. So I would start looking for island polygons.

The continent is determined on the country level. There is no service to determine the continent for a lat/lng.

There are too many records, so that the internal query rewritting to search for the places that start with the prefix hits a limit.

The service is using decimal numbers. There are no minutes and seconds you have to do the conversion to decimals.

I don't know what you expect. The position 41.53/12.29 is off the coast, and the next entries are miles away.

I fear I don't understand your question. If you want to get the Colosseum you have to use the lat/lng of the Colosseum otherwise you will get what ever is close to your lat/lng.

Great news. Thanks for the info. A service based on this will certainly be an improvement to what we have now.
I have just tried to download a sample file to check it out. The download fails, I guess I am not the only one who is trying right now.

GeoNames has your postal code in the database (the ourward part of it):

There was a bug in the webservice that made it fail to extract the outward part if it had four letters. We have fixed this error but no linkedin it is still not accepted. It is possible that they have a cache and it will work in while or the other explanation is that they have another mechanism to validate postal codes.

I have just seen that this thread has not yet received an answer.
Switching from fips to iso would in this case actually be easy for us but probably not so transparent for the users if we switch one country after the other. I think it would be better to switch as many countries as possible.
Adding the abbreviations as alternate names will help to find the admin divisions but it is not yet included in the search index when searching for another place name. The search service will have to be modified for this to work.
