I don't think it already exists. Sounds like a great idea releasing it as open source. Thanks for offering to release it.
You could also send an email to the GeoNames google groups mailing list to see whether there is interest in the code.

I don't know what could habe caused the error. Would you mind tring again and if the error occurs again give me the GeoNameId of the location you want to move?
Creating new locations is very simple. It is described in the user manual :

I think you are right. Amusement Parks are quite important as Point of Interest and worthwhile to add to the GeoNames database.

We are not using a table 'admincodes' at all. The information is redundant to the geoname table and only included in the dump because users have been asking for it.
Why don't you just add a new column or update the existing column to fit your needs?
In the admincodes.txt file we have to include the country to make the entries unique and in the geoname table we don't want to keep the concatenation of countrycodes and admincodes to make it easier to modify them and work with them.

I was not aware of this, but it seems the rdf service only returns those alternate names with a language code. "EL GENEINA" has two alternate names without a language code and these don't show up in the rdf document.

The alternate names only show up for places where there is information available.
Example:

The two tables are not (yet) linked for the US. The result you get for 'North Avon' are in fact the results for 'Avon'. The search term 'north' is also found in the continent name 'North America'. So you get all places in 'North America' with the name 'Avon'.

The idea is that we collaborate in finding and integrating data sets. That is also the way wikipedia works, by the way, a lot of information is generated and updated by robots who inject entires data sets into wikipedia.
Instead of adding a record or two you can reach out to data providers and ask them for data. With a couple of emails you will get tens of thousands of records.

I don't know of any web service with historic data reverse geocoding.

It is a great idea. In fact I am just returning from a workshop for the DIGMAP project in Lisbon. Among other things adding dates to alternate names was a main topic of discussion.

Do you know a large dataset to start with when adding additional columns to the database schema? I don' want to make the database schema more difficult then required. So I only add new fields when we have some large source to populate it with.
I guess types of restaurants are not the topic of GeoNames. My vision for the future is that we have some feature identifiers and can link to other sources for more information. This means we could link to an open restaurant project for more specific information about a restaurant, reviews and so on.

As stated in the documentation the reverse address geocoding for the US is using the dataset from the US census called TIGER (Topologically Integrated Geographic Encoding and Referencing system).
