This will not be easy. You could try to find polygon boundary information for the NUTS3 regions. I would not be surprised if they are only available commercially, if you find something current and free let us know as we would also be interested.
For those regions where nuts corresponds to the admin divisions you could certainly get the boundary information, but again only commercially in most countries.

The timezone service automatically returns the local time. You don't have to do anything. The date and time of the daylight saving change is defined by the timezone, defining this is one of the main purposes of the timezone.

Since you are asking this on the GeoNames forum I would say the answer is that the geonameId is the universally recognized identification id.

I had already restored the adm2 code for Siracusa when i added the code for Fermo
There is no userinterface edit function to add the admincode for administrative divisions. It has to be modified directly on the database.

The admin2 code was missing for Fermo. I have added 'FM' and also updated the 40 adm3.

I agree that this is not an optimal solution. I think it was wrong to include the comarcas at all. It would be easier without them. Adding a 'null' level between admin levels is also creating problems.
I guess we should move the adm4 to adm3 and move the comarcas to ADMD. we would loose the hierarchy information of the comarcas with this move.

you are right these entries don't make sense. I have deleted them and a lot more. I even wonder whether all records added by this user should be deleted as it is difficult to figure out what makes sense and what does not.
