marc can you insert the codes please?

I have inserted the adm2 codes and the adm3 codes where I have found them with a simple name comparison. a lot of adm3 are still missing.

The regions seem to have different codes then the ones we are using. Do you want to prepare a list with the information to be added? (geonameid, name in Serbian). It would facilitate the update a lot.
