The important part of the service is the element 'timezoneId'. The offset is redundant and only included because users have been asking for it.
The tddata file will help you figure out the gmt offset for the timezoneId, but it wan't help you find the timezoneId for a lat/lng.

Die Daten sind alle im täglichen Datenbank Dump enthalten :http://download.geonames.org/export/dump/
Du kannst diese verwenden und mir dann eine csv/excel Liste schicken mit den Änderungen. Dh mit den neuen admin3codes.
Die Zuordnungen kamen urspünglich von den Local Administrative Units (LAU) der EU :

I think the timezoneId should be sufficient for your needs. The actual offset depends on year and data and the timezone rules.
The timezoneId referse to the Olson Timezones :

The service basically returns the timezone name and it gives the gmt offset at the first of January of this year and the first of July of this year.
It does not give the gmt offset of today. We could add another element with the current time and/or current gmt offset, if there is interest in this information. Would it be of any value to you or just redundant noise?
You are right for the southern hemisphere the name 'dst-offset' does not make sense and is misleading.

Die Gemeinden wurden erst im Laufe von 2005 umgeteilt und unsere Daten sind genau von Anfang 2005. Wir müssen neuere Daten finden, damit wir unsere aktualisieren können.

It is a fantastic data set and it would be great to integrate it into GeoNames. A neighbourhood reverse geocoding service based on the data is already available :

Unfortunatly we cannot integrate if fully into the GeoNames database. Zillow have released it under a cc-by-sa license which is not as free as GeoNames cc-by license. See the blog posting for more information :

You are right. I have changed them to PPL (except Cardiff, Edinburgh, London and Belfast). I have tagged the cities that have previously been PPLA with the tag PPLA2 :

With the tags we at least don't use the information. We don't have a feature code PPLA2, we could introduce one.

In my understanding '00' should stand for toponyms where a admin code does not make sense like for a river crossing many admin regions. Though some users suggest that it should mean 'unknown' to replace 'null' values completely.
At the moment there is no clear line between the usage of 'null' and '00'. In your example is just means the admin1 code is missing and should be added. If you send me a csv file with correction than I can easily run it and update the missing codes.

the full text search has a new optional parameter called 'isNameRequired' :
At least one of the search term needs to be part of the place name. Example : A normal seach for 'Berlin' will return all places within the state of 'Berlin' and not only the places called 'Berlin'.
If we only want to find places with 'Berlin' in the name we se the parameter isNameRequired to 'true'. The difference to the 'name_equals' parameter is that this will allow searches for 'Berlin, Germany' as only one search term needs to be part of the name.

I think the cities file could be what you are after :
cities1000.zip : all cities with a population > 1000 (ca 80.000)
cities5000.zip : all cities with a population > 5000 (ca 40.000)
cities15000.zip : all cities with a population > 15000 (ca 20.000)
You find them in the dump directory :
