As an approximation you could use Flickr reverse geocoding: http://code.flickr.com/blog/tag/geo/

It's not the official border but it's better than nothing...
General -> import countyInfo.txt postgresql -> Go to message
vaseem you should try to use simple slash with 'C:/Documents and Settings/kim...' or double backslash 'C:\\Documents and Settings\\kim...'
