Large Cities and relationship to ADM hierarchy (London example)  XML

I am trying to identify cities that have tiers of the ADM hierarchy contained within them, such that ADM places are infact children of them.

Considering London,UK:
There is an ADM2 record of Greater London (this is OK)
This contains 33 ADM3 records for the London Boroughs (correct)
Then the PPLC record of London itself is a child of one of the boroughs - Westminster (not so good)

Should not London be modelled as a parent of the 33 boroughs? Or does the model not cater for cities that would need to sit at a level between tiers of the ADM hierarchy (or are coterminous with a higher ADM entity), and simply always have them as children of the lowest local ADM tier?

The same issue is also relevant to Paris, Vienna and Lisbon

you are right. London is the P counter part to the administrative division 'Greater London' and should have the same children in the hierarchy.
