				<title>Large Cities and relationship to ADM hierarchy (London example)</title>
				<description><![CDATA[ I am trying to identify cities that have tiers of the ADM hierarchy contained within them, such that ADM places are infact children of them.

Considering London,UK:
There is an ADM2 record of Greater London (this is OK)
This contains 33 ADM3 records for the London Boroughs (correct)
Then the PPLC record of London itself is a child of one of the boroughs -  Westminster (not so good)

Should not London be modelled as a parent of the 33 boroughs? Or does the model not cater for cities that would need to sit at a level between tiers of the ADM hierarchy (or are coterminous with a higher ADM entity), and simply always have them as children of the lowest local ADM tier?

The same issue is also relevant to Paris, Vienna and Lisbon

				<description><![CDATA[ you are right. London is the P counter part to the administrative division 'Greater London' and should have the same children in the hierarchy. ]]></description>
