Clarification on Wikipedia data in GeoNames  XML

I saw a posting from a couple years ago (http://forum.geonames.org/gforum/posts/list/83.page) that says:
The Wikipedia data is loaded periodically into geonames. If you geotag a Wikipedia article, it will become visible in geonames after the next data load.

This happens usually once a month.  

I was hoping to get a little clearer idea of what that means. Does it mean that the geotagged Wikipedia places are simply loaded onto the geonames.org servers for faster searching, or that the places are actually incorporated into the geonames database?

In other words, if I download the geonames db from the download server, am I also getting the most-recently-loaded geotagged Wikipedia places as well? Or are they two separate databases?
