I have a problem with the display of city names from my database. In PhpMyAdmin all looks good, all special characters are properly displayed, on my pages however there are lots of questionmarks and other peculiar symbols.

My pages are set to charset UTF8, I use PHP.

I have tried htmlentities($city) but it doesn't help.

What do I have to do to display the UTF8 characters properly?
