I want to get the hotel database and restaurant database. But I find there is no relationship between hotel and city.

This is correct.
The relationship between hotel and city is not yet included in the dump.

Do you plan to also do into the dump?

Sure, we plan to include the relation city-hotel in the dump. Together with other city relations like section of populated places, postal codes, points of interests, ...

Where can I find the Hotels DB? I looked but didn't turn it up anywhere...

There is no hotels db. The hotels are included in the normal GeoNames dump. they have the feature code HTL.
To get only the hotels you can load the entire dump and delete everything that has not the code HTL.
