Marc,
I noted that "East New York", a section of New York City, has a population of 8,107,916 - which is more than the population of "New York City" - 8,008,278.
This can not be correct.
I did some research for you, and came up with a link of New York neighborhoods and population counts from 2000.

If you have an edit link for updating population, I would be happy to do the data entry for you.
Another interesteding note about New York, is that the proper name of Brooklyn is "King's County" - it is a secord order administrative entity.
Here is the problem: should Brooklyn be represented twice - once as a PPLX and once as an ADM2, or, should Brooklyn be an alternate name for King's County?
I vote for the later, and I would move the alternate names for Brooklyn under the ADM2 entry for King's county.

Hi Carey
There is a field 'population' in the edit form on top of the map/satellite display. You can use it to manually correct population data.
What about the districts? Should we list them as ADM3? In any case we should be able to model the dependencies between county (Brooklyn) and district (East New York). Using the administrative divisions for this would simplify it. We could store the district# in the column adminCode3 and have all other features relate to this code, such as schools and so on. The information could be determined from boundary information. The adminCode3 is not yet in the dump, but we should add it do the dump anyhow since we are already using it for a couple of countries (notably Spain and France)
There is also another way of storing dependencies outside of the normal administrative divisions. (an additional table relating child and father records).

I think ADM3 is a good idea. It is certainly more accurate than PPLX, since they are administrative/legal entities.
New York City is an unusual place, although I would be surprised if it is unique.
It is composed of five counties (ADM2 entities), many districts (ADM3) and many place names, neighborhoods and areas less easily defined.
Three of the five counties are designated in the Geonames dataset using alternate PPLX names (Bronx as The Bronx, Richmond as Staten Island and Kings as Brooklyn). These PPLX structures have zero population entries. I will be changing them to the population of the source ADM2 entity, unless you have a compelling reason to do otherwise.
Ideally, I think these aliases should be alternate names of the 'true' name, since they conform exactly to the topology of the ADM2 area.

I have deleted the duplicate entries. For 'Staten Island' we even had a third entry with the same coordinates and the feature code 'Island'.
