The following two geonameids appear to be duplicates of one another:

http://www.geonames.org/1518542/taldyqorghan.html (PPLA)
http://www.geonames.org/1518543/taldyqorghan.html (PPL)

With the latter being the duplicate.

And it would be better to change the ascii_name in your database to Taldykorgan: http://en.wikipedia.org/wiki/Taldykorgan, and change its population to 123038.
