I've been using the free cities1000.zip file (http://download.geonames.org/export/dump/cities1000.zip) and noticed that Cleveland, Ohio, United States does not exist.

I would imagine this is an oversight. If not, hopefully, someone can explain why it is not included so that I can better understand what is in the dataset.

It is certainly there. It has the geonameId 5150529
