Incorrect marker positions in Nelson, New Zealand.  XML

I have recently tried to correct the position of many markers in Nelson, New Zealand (while logged on as "alice" ).

While I have been able to do this with some, when I try to correct the position of

"Nelson ca. 63 m
NSN,Nel'son,Nelson City,Whakatu,Нельсон
New Zealand » Nelson » Nelson City
seat of a first-order administrative division
population : 59200"

from (bizarrely) 48 Van Diemen St Nelson South, Nelson 7010,
TO: Nelson City Council offices in the centre of Nelson

I get the following error message in red:

"error while saving:
the name is locked and may only be updated by users with a user level >= 2. Your current user level is 1
"

How may I increase my user level to TWO, please?

The correct position for http://www.geonames.org/2186280/nelson.html

should be : 41°16′15″S 173°17′2″E

Why do we also have this (bizarrely located) duplicate:
http://www.geonames.org/2186281/nelson.html

Hi Alice

I have increased your user level.

The second Nelson is not a duplicate. Is a different feature class. Cities and administrative divisions are different kind of things. It is an undefined administrative divisions, possibly a second or third level.

Thank you, Marc.

I have made the necessary corrections now.

I also took the opportunity to move the Monaco Resort pin approximately 5.8 km south-east to it's correct position according to the satellite view.
