When I search from the home page here for "New Troy" I get several responses, however' when I use the web api with

http://api.geonames.org/searchJSON?q=new troy&maxRows=15&username=xxxx.xxx

I get no responses. Am I doing something wrong?

The address you supplied worked fine for me and returned 61 items (with a changed username of course) so the answer would seem to be No, you are not doing anything wrongly.

Did you properly url encode the search term? The blank might cause troubles if done wrongly:
http://forum.geonames.org/gforum/posts/list/8.page
