Greetings.

I'm doing an automated script here and I'd like to know in which timezone modification time is presented on the download area index:
http://download.geonames.org/export/dump/

Is it UTC?

It is central european time, but you should anyhow add a couple of hours for an automated script as the export will not terminate all days at the same time.
