Assigning populated places to administrative divisions  XML

I recently noticed that populated places in the Dominican Republic have parent first-level administrative divisions but do not belong to any second-level administrative divisions (in the DR they are called Municipalities). I visited the page for the city of Moca (http://www.geonames.org/3496331/moca.html) and assigned it a municipality by following its edit link, clicking "no admin2", and selecting the correct municipality.

I would prefer not to have to do this for the hundreds of places I wish to assign to municipalities. Is there some way this operation can be performed in bulk, perhaps according to where the places' coordinates lie with relation to municipal boundaries? I'm a reasonably good programmer and very trainable if somebody has the desire and time to teach me how.

If you can find polygon data describing the admin division boundaries then we can easily assign the features to the corresponding admin division. Let me know when you find something on the relevant national agencies web sites that is compatible with our cc-by license.
