French postal codes without Arondissement out of order?  XML

When looking at the French postal codes, I see codes such as 11000 that has cities with Arondissements and Region (e.g. 11000 Berriac), but also 11000 Villalbe without these.

Why is that? Should they be ignored or are they erroneous records?
