I tried

http://api.geonames.org/findNearbyPostalCodes?lat=47.844811&lng=13.78996&maxRows=1&user=...

and got this message:

<?xml version="1.0" encoding="UTF-8" standalone="no"?> <geonames> <status message="Please add a username to each call in order for geonames to be able to identify the calling application and count the credits usage." value="10"/> </geonames>

Is there something wrong with my syntax?

Is your account "enabled for free web services"?

Check your account, http://www.geonames.org/manageaccount there is a link at the bottom to enable.

the parameter is called username not user.
