Yes we do have server problems lately due to too many web service requests. Our two servers are now at the limit of what they can handle and sometimes even above their limits.
We will order a third server in the next couple of days and this new server will be reserved for users who help us share the server costs. A first table of the expected cost is here : http://forum.geonames.org/gforum/posts/list/258.page#1468 In order to do this we need to count requests and credits per ip address and per user. We will be able to use the same mechanism to limit the number of requests per ip address on the free servers. I am afraid we may have to introduce a maximal number of credits per ip address and time slot on the free servers as well.

I'm afraid I'm part of the reason the server is slow. I am building an application that attempts to geocode several hundred feeds per hour using the RSS to GeoRSS Converter web service. (Usually, there will only be a few items per feed.)
