I'm calling your service from a client running on Windows Phone 7.

The OS automatically fills in an http Referer, which cannot be changed. I'm getting this response to a request:
"{\"status\": {\n \"message\": \"invalid referrer file:///Applications/Install/8E3DFD3F-xxxxx-4C2D-8686-90DE52F202BE/Install/ for xxxxxxx\",\n \"value\": 10\n}}"

Can you tweak anything server-side to allow these requests?

The server normally does not care about the referrer. Either you have defined an allowed referrer in your account settings (premium account) or you are using a server not meant for you.
