why allCountries.zip only has 73 countries  XML

I noticed allCountries.txt only has data of 73 countries. As I know there are 195 countries in the world.

I downloaded allCountries.zip from http://download.geonames.org/export/zip/

Also there is allCountries.zip from (this file is much bigger)
http://download.geonames.org/export/dump/
