I not understand which is the correct line

One is the city (PPLA4) and the other is the administrative division (ADM4). The administrative division may be responsible for several populated places, imagine a small village that is also administered by the same administration but is a different settlement. The 'A' records are about the administration in a country and the 'P' records about the settlements.
