I am having trouble understanding the sort of geonames the unlocode-geonameid.txt maps back to.

Some examples:
- I would have expected Volgograd (geonameid: 472757) to have an entry in this file but the id isn't there. But this city has a valid unlocode of RU VOG.
- Dakar with a unlocode of SN DKR has a geocode mapping to id 2251339 which is only part of the city Dakar which actually has its own goecode id of 2253354.
There are other instances where the unlocode for a city maps back to sub areas or features with in a city or part of a city.

Is this file still a work in progress or is there other consistent ways to map the UNLOCODE back from features etc???
