I am looking for the documentation that would give me the exact field lengths for the xx.txt files.

ie
(Geoname_Id 1,7)

It is documented in the readme:
http://download.geonames.org/export/dump/readme.txt

Don't try to make the columns as short as possible as you will run into problems in the future when they become bigger.
