Hi, i found differences in some adm1 records for Chile between an old DB (2009-08-19) and an updated DB (2010-03-11):

New:

As you can see, adm1_code was changed. Whi modification date is the same?
I didn't found modifications also in daily diff files (I download them every day)
Same problems for ID 3881974, 6693562 and 6693563.

I suggest you download the entire dump again.
Extraordinary updates directly on the database will not lead to an update of the history and the modified date.
I don't remember exactly what happened to this record, but I think it was an issue with uniqueness of the adm1 code leading it to be set to null and later it was restored.
