Admin info erased for BELGIUM in majority of loctions  XML

Hi Marc,
We noticed a major set of changes in BE location in our last update, made by user nga, which renders BE data useless:
- admin 1 codes were systematically changed from ISO to the digits 13 or 14
- admin 2 was deleted altogether.
Here is an example:

history: 0 2009 11 28 11:38:02 nga adm1:WAL>14,adm2:WHT>null,featureCode:ADMD>ADM4

This affects hundreds of cities in Belgium.
From what we can tell, the 13/14 division seems to reflect Flemish/French language.
Would there be any way to revert these changes? As a result of this wave of modifications we are not able to import the legitimate modifications we made (adding English Province names as aliases + a few other city aliases).
