Hi,

Pointe-Noire department split from Kouilou department in 2003.
The actual Pointe-Noire city (id: 2255414) should be upgraded to adm1.

I have create a new entry for the admin division and assigned it the geonameid as the admincode1 till it gets a fips code. I have changed the city back to PPLA, so that it becomes clear that it is a city otherwise applications searching for cities won't find it.
