AX has an extra field. Extra tab between geonameid and neighbors?
Some lines have 17 fields, some have 18 fields. It'd be nice if it were consistent.

To me it looks correct. AX does not have any neighbours, but it as an eqivalent fips code in the column next to 'neighbours'.
