Hi,

there are 3 governorates (admin1) missing in Egypt :
* Luxor (al-Uqsur)
* Helwan (Ḥelwān)
* 6th of October (es-Sādis min Oktōbar).

I can't find ISO or FIPS for those 3 (which are quite recent).

I don't know if I missed it in the first place, but Muḩāfaz̧at al Uqşur exists (7603259) in the DB, next to Luxor (7288519).

So one of them should be removed...

Thanks for spotting this. I have deleted 7288519. The other entries was added later because of a completely different name and other admin1 code the duplication check didn't spot the error.
