I'm a PhD researcher and currently I’m working with a database of brands with addresses (usually places and cities in Europe).
My problem is that I need to index all those localities to nuts 3 regions. Is there any database that I could use in order to do that? (since I have one million entries it’s not feasible to do it “by hand”)
This will not be easy. You could try to find polygon boundary information for the NUTS3 regions. I would not be surprised if they are only available commercially, if you find something current and free let us know as we would also be interested.
For those regions where nuts corresponds to the admin divisions you could certainly get the boundary information, but again only commercially in most countries.

The question is if you can find out to which municipalities these places belong. For the Netherlands the 40 COROP-regions correspond to groups of municipalities. You could use this list to make the translation: http://nl.wikipedia.org/wiki/COROP . For Belgium the 43 COROP-regions match with the arrondissements. (COROP = NUTS 3)
