My new little site what.timeisit.in makes use of the free 'timezone' web service.

Everything hums along nicely for a while and then I will get a request that takes up to 45s to get a response.

Is this a problem, or am I hitting some sort of rate limit on the free service, or what?

You are not hitting a limit. There must be something else causing the problem. The server does not seem to be too busy lately (after the offline period earlier this week this means), so I doubt it is a server problem.
