How to implement timezones function on my local server?

I've got a server farm that runs a lot of queries and don't want to bog down the GeoNames servers. My typical query is:
http://ws.geonames.org/timezone?lat=45.56357500&lng=-121.66000700
I am looking for the timezone information for an arbitrary set of coordinates. Is the sql query for that function documented somewhere so I can implement it locally?

Hi
The Gisgraphy framework can do it
http://services.gisgraphy.com/geoloc/geolocsearch?lat=45.56357500&lng=-121.66000700&radius=&placetype=city&format=XML&from=1&to=10
and the take the timezone
http://www.gisgraphy.com
http://services.gisgraphy.com
and you can install it on your local server
