Is adm1Name, adm2Name etc. some kind of global standard or is this just how the geonames system handles them? If so, where can I find out more about this standard. Thanks!

It is the GeoNames standard
All countries have some kind of admin hierarchy. GeoNames is modeling the hierarchy with 4 levels from adm1 to adm4.

Is every adm2Code unique? or is it only unique to it's adm1Code parent?

It is not a global code, it is a national code unique within the admin1.

so just to be clear...

There is an:

adminCode1: CA
adminName1: California

and

adminCode2: 037
adminCode2: Los Angeles

So there could be an adminCode2: 037 in other states in the US?

There are nearly 40 counties with the code 037 in the US.

Are adm1Name, adm2Name, .. near-equivalents of fields : province, region, district?

it depends on the country you are in. In some countries adm1 is called province, in others it is called 'state' in others it is called 'canton' etc.
