Cities and "neighborhoods" in US  XML

41.505928,-81.594582 shows up as Little Italy instead of as Cleveland (Heights, I'm not sure if it's in Cleveland or Cleveland Heights). Both the Clevelands are cities, and Little Italy is a "neighborhood,"

I'm using a software that uses geonames and the software is putting in Little Italy in the City field. I want to be able to tell the software developer how to handle this correctly, but I don't know exactly what he's doing.

Where there are no recognized "neighborhoods" the correct name is put in the city field.

I'm sure this has been covered but I'm trying to help a busy developer and don't have all the information. I couldn't figure out what to search for as I don't know exactly how he's doing it. I found a SoHo discussion for NYC and can see how it can be difficult with the multiple layers NYC has and that each state in the US has different county structures, etc.

There are a couple of reverse geocoding services: http://www.geonames.org/export/reverse-geocoding.html
Try what works better for you. (nearbyPlace or NearbyPostalcode)
