I have downloaded cities1000.txt file from this site. I dumped it in to Mysql. I found that some cities have no admin3_code values. So consequently I am not able find states for cities. so how can relate these cities to states.

EG:
1. I am facing the problem for UK state(conwy), only one city is displayed.
2. For country Italy > state Abruzzo , no city is getting displyed.

EG: in the front end form selecting a state doesn't show up the related cities for that state.
