The timezone for Yuzhno-Sakhalinsk is returned as Asia/Magadan, which I'm told is incorrect:

http://ws.geonames.org/search?featureClass=P&&style=full&name=Yuzhno-Sakhalinsk

I'm guessing that the correct timezone should be Asia/Sakhalin since Yuzhno-Sakhalinsk is on Sakhalin Island.
