Entities missing in ADM1 level for North Korea: Nampo and Kaesong  XML

Hi,

For North Korea there are 2 entities which are in ISO3166-2, but I cannot see in admin 1 level.

KP-14: Nampo (metropolitan city)
KP-15: Kaesong (metropolitan city)

Are there any special reasons these 2 are not in admin 1 level?

Thanks a lot. We have added the two cities as ADM1 and updated the admin codes for their features.
