Distinguish A City from its Suburb

hi,
i'm trying to filter out geonames that are within cities, or within villages.
is that possible ?

the example is Sydney as a city and Bondy which is a suburb within Sydney.

Both are under featureClass P, however Bondy is not a city nor a village...

is this a mistake ? cause i have found this in other places
like Tel Aviv, a city in Israel and Ramat Aviv which is a suburb of Tel Aviv.
both are under feature class P.

How can I distinguish between the two ?

how do I know Bondi is a suburb of Sydney ? or how do I eliminate suburbs from my search ?

this is my query:
http://api.geonames.org/searchJSON?name=ramat%20aviv&username=demo&featureClass=P

thanks Gilad
