Any specific criteria for a location to be qualified as a city?

Hi,

I couldn't pick any existing thread with the above question. Even though some came close, like giving a name and country and asking only cities with that name.

In another thread it was mentioned that "in some other thread" criteria for city is "PPLC" and "PPL" and something along those lines. But I couldn't find the original thread discussed there.

If we want all cities in world , how we should go about it?
is there any direct thing?

or

do we have to go country by country or take one of the given cityXXXX.zip( XXXX is number of cities) with maximum number.

does that file contain all cities in geonames data?

there is almost similar thread but it was not answered.
