Offline reverse geocoding of country and city

I'd like to be able to provide a latitude and longitude, and have a service return the country that that point is in.

I can do this already with the online countryCode service, but I need to be able to do it offline.

I read in a couple of other posts here that countryInfo.txt has a bounding box that I could use, but I don't see that data in the file, only things like area, population, postal codes, geonameid, etc.

Could anyone kindly let me know whether it's possible to do this with GeoNames, and if so, where I might find the data I need?

Thanks in advance,
Luke
