Here, we want focus to considerate the convenience of use "Province of" on Admin2 level (I'm focused on Spain, but can be considered for other/all countries)

IMO:
Like we are not using "River Ebro", "River Sena", "Sena river" or "Mountain Everest", "City of Paris"  ... etc, like the names are "Ebro", "Sena", "Everest", "Paris". I think it's not correct to add the calification to the Admin2 name as "Province of Barcelona", IMO the name is "Barcelona" without "Province of" words.

I don't know if exist some historical rules that avoid correct this.]]></description>
